Thus your SVG file is in fact not a true "Scalable" file, as it contains raster (unscalable) data, rather than pure vector information. You need to manually trace over the image to create your own interpretation of the raster data in vector form. Simply opening and exporting is insufficient to translate between the two styles of information.
