The Jackson site was donated to the federal government by The Conservation Fund for establishment of the Harriet Tubman Underground Railroad National Monument which later became known as the National Historical Park in accordance with PL 113–291. [2] [3] After escaping slavery, Tubman made some 13 missions to rescue approximately 70 enslaved people, including her family and friends, [4] using the network of antislavery activists and safe houses known as the Underground Railroad.
