On October 10, 1991, Rogers was camping in the area. In response to a child's plea for help, he attempted to rescue a Canadian tourist in the heavy surf and riptides of Flagler Beach. Both Rogers and the tourist drowned. The park was created by the Florida legislature in honor of this Florida folk singer/guitarist.
Amenities include a full–facility campground, as well as a youth/group tent campground and beachside picnic pavilions. The park also has bath houses, a small boat ramp, a nature trail, and a playground. Bicycles and canoes can be rented at the campground. The park is open from 8:00 am till dark.
A campground store reopened in late 2010 (after being closed following storm damage from Hurricanes Ivan and Dennis in 2004 and 2005, respectively). There are no sewer hookups at the campsites; however, a dump station is available. The campground is located approximately 1.5 miles (2 km) from Fort Pickens itself.

Highlands Hammock State Park is a 9,000-acre (3,640 ha) park 4 miles (6 km) west of Sebring in Highlands County, Florida, off U.S. 27. The park opened in 1931, four years before the Florida state park system was created.
