    The keys need to be programmed to the car after they are cut. The locksmith I used had a handheld device that plugged into the OBD port and he needed all the keys at once to program.     The chip in the key needs to matched to the car. The key will turn in the ignition but the car will not run. For #3 the dealer/locksmith uses a programming device.
