The DVLA does not record information by keepers, it records information by vehicles. Their database is designed to identify keepers from vehicle details. You don't inform DVLA, your insurance company does. You keep the V5 (or the insurer sends it back to you) with a CAT-N, so there is nothing to tell a prospective purchaser that the car is CAT-N, not even a new issue date on the V5 AFAIK, the V5 is never marked CAT-N. CAT-S the V5 has to go to DVLA, via the insurer, and you apply for a new one ...
Scam - Vehicle Information. Beware, you think you are on DVLA but this scam takes an initial 50p from your account, then £5.95 every month. I've been in touch with my bank but very difficult to get through to banks at this time. I've been googling and there are many, many posts about this scam.

Came home and did the HPI check and it says: Data currently held on the National Mileage Register (NMR) indicates that there may be a mileage discrepancy on this vehicle. It says that on 14-Apr-11 the NMR have a record of 11,000 miles. Then on 21-Apr-11 the DVLA have a record of 112,000 miles. It's a 10 plate Mondeo with 11,000 miles on the clock.
You need to provide the registered keeper's full name and address, the address on the V5C logbook (former address - point out it is your former address) and the Vehicle Registration Mark of the vehicle involved.
