From 1974 to 2023 Knaresborough was administered as part of a two tier council system by Harrogate Borough Council, one of the seven district councils in North Yorkshire. The borough council was a non-metropolitan district, responsible for housing, planning, leisure and recreation, waste collection, environmental health and revenue collection.
