The source cited specifically does not name West Virginia. The counties of Western Pennsylvania, Eastern Ohio, and the West Virginia Northern Panhandle are all deemed Appalachian counties by the Appalachian Regional Commission. I think you'd be hard pressed to find a source that states that the panhandle has midwestern characteristics outright.
